Kennedy bill gives Congress say on 'surge'

Sen. Edward M. Kennedy's proposal yesterday to require congressional approval for a troop surge was generally dismissed by fellow Democrats, revealing the deep divisions.

SOMEONE has to be ultimately in charge in a time of war. If this is considered an undeclared war, so be it. However, this legislation, if passed will undermine any CiC's power and control if we WERE to have a declared war. ~ RadioWoman
