Veterans Health Care Act of 2005 Passed / Payments for Traumatic Injuries Begin

The Senate has passed S. 1182 - the "Veterans Health Care Act of 2005." Provisions of this bill will:
1) The U.S. Department of Veterans Affairs will now be allowed to hire Marriage and Family Therapists within VA to provide complete readjustment services and counseling to Operation Iraqi Freedom and Operation Enduring Freedom veterans.
2) Require VA to expand the number of clinical care providers dedicated to the treatment of Post-Traumatic Stress Disorder.
3) Require VA to expand tele-health initiatives in rural areas.
4) Require VA to expand mental health services in Community-based Outpatient Clinics.
5) Require VA to expand the Global War on Terrorism Outreach Program, which places Iraq war and Afghanistan war veterans in Vet Centers and encourages them to reach out to returning National Guard and Reservists.
6) Require the Secretary of the VA to establish a strategic plan for long-term care.
7) Increase the total funding for VA's programs to assist homeless veterans to $130 million.
8) And the VA will now be allowed to provide up to 14 days of care for newborns of female veterans.

Payments for Traumatic Injuries Begin
Department of Veterans Affairs' (VA) new Servicemembers' Group Life Insurance Traumatic Injury Protection (TSGLI) program has begun making payments. The TSGLI payments, ranging from $25,000 to $100,000, are made to servicemembers who have suffered certain traumatic injuries while on active duty. The new insurance program became effective December 1, 2005, and is designed to provide financial help to military families through extended periods of medical care and healing. Benefits are also payable retroactively to October 7, 2001 for servicemembers and veterans who suffered certain traumatic injuries while serving in Operation Enduring Freedom or Operation Iraqi Freedom. Stars and Stripes reports that the staff at the Nebraska office of Senator Ben Nelson have set up a camera to film anyone who wishes to send a 20-second video message to the troops. All of the clips gathered between now and mid-January will be uploaded to the Senator's website, where troops with internet access can download and view them. In addition, Nelson has asked anyone interested in the project who cannot visit his office to e-mail video to proud_nebraskan@bennelson.senate.gov. Washington Democrats have struggled all year to find a coherent positive message to deliver to the American people. They've had no agenda and no agenda equals no positive message. The Democrat Leadership made a conscious decision after the 2004 election whooping that they would toss out any reasonable ideas of offering an agenda for the American people and stick with smears and personal attacks against the Bush White House and the Republican Congress. So they loaded up the Mud-O-Matic machine last January and have been hurling political mud-balls all year. When political gain is your fundamental goal, ideas to move the nation forward don't matter too much. We should expect more of the same from the trio of pessimism --Senator Reid, Representative Pelosi, and DNC Chairman Howard Dean-- in the next year leading up to the election.

Democrats at all levels have attacked Republicans for ties to indicted lobbyist Jack Abramoff and his Indian tribal clients. They do this despite the fact that 40 of the 45 members of the Senate Democrat Caucus have taken money from Abramoff and his associates. People who live in glass houses shouldn't throw stones. Kerry said last night that if Dems retake the House, there's a "solid case" to bring "articles of impeachment" against President Bush for allegedly misleading the country about pre-war intelligence, according to several Dems who attended.

PSA: Traumatic Injury Protection Assistance

The Air Force casualty assistance representative at each base is the primary point of contact for assisting potentially eligible members with Traumatic Injury Protection Insurance applications in coordination with the base military treatment facility. TSGLI coverage is a tax-free lump sum payment ranging from $25,000 to $100,000 depending on the extent of the injury. Members insured under the Servicemembers' Group Life Insurance policy are automatically covered at an increase in their premiums of only $1 per month. The coverage also includes a retroactive provision for Airmen who suffered a qualifying loss as a direct result of injuries incurred in Operation Iraqi Freedom or Operation Enduring Freedom from Oct. 7, 2001 through Nov. 30, 2005. Enrollment in SGLI is not a requirement to receive the retroactive TSGLI benefits. Casualty services personnel from the Air Force Personnel Center are identifying and contacting Airmen who might be eligible for retroactive TSGLI to provide guidance and assistance. Certification forms for TSGLI benefits are available at base MPFs and should be submitted at the earliest opportunity. For more information on the TSGLI benefit, Airmen should contact their base casualty assistance representative. Accepting this reality and the urgency of the moment in Iraq calls us, I believe, to remember the famous counsel of Senator Arthur Vandenberg, Republican of Michigan that “Politics must stop at the water’s edge.”

Vandenburg of course, played an instrument role in the post WWII period in building bipartisan support for Presidents Truman’s post WWII, early Cold War foreign policy. The full, actual statement of the imperative that Vandenburg stated, that politics must stop at the water’s edge, is altogether relevant to our current circumstances:

“To me, bipartisan foreign policy means a mutual effort under our indispensable two-party system, to unite our official voice at the water’s edge so that America speaks with maximum authority against those who would divide and conquer us and the free world.”

Those last words of Vandenberg’s exactly describe the goals and methods of the Islamist terrorists who attacked us on 9-11-01 and fight us in Iraq today. They aim to “divide and conquer us and the free world.” Vandenburg’s preceding words defining a bipartisan foreign policy should remind us of how much stronger we would be in this critical fight if we “seek national security ahead of partisan advantage.”

Senator Lieberman your remarks are your views and most all Americans would agree. However, your Democrat colleagues opposition to the war is not about the war it's about destroying President Bush. They know when America wins they lose. It's all about them.

Tens of thousands of veterans are now receiving their prescription drug refills from the Department of Veterans Affairs (VA) with greater convenience, speed and security, thanks to a new service available to veterans over the Internet. The secure online prescription refill service has quickly emerged as one of the more popular features in the MyHealtheVet system, which connects with VA's electronic records system. When a veteran orders a prescription refill, the request is routed to VA's computer system to be filled by one of the department's outpatient mail pharmacies. The refill is then sent directly to the veteran, eliminating the need for a trip to the pharmacy and a wait in line. Veterans can sign up for the program at VA's Website. Future expansion of MyHealtheVet will allow VA patients to view appointments and co-payment balances, access portions of their medical records, and give access to their records to doctors, family members and others.
